Nick Fury didn't want Chu Yang's influence to become too great.
Ever since learning of his abilities, Nick Fury has felt an inexplicable wariness towards Chu Yang. A person who can instantly create a terrifying army naturally needs to be monitored and controlled.

Chu Yang agreed and walked into the elevator with Steve, arriving at the top floor of S.H.I.E.L.D., Nick Fury's office.
Hill stood at the elevator entrance to greet the two. When she saw Steve, she paused for a moment and said reluctantly, "Captain, you'll probably have to wait here for a while."
Steve frowned and asked, "Why?"
Hill explained, “There was another official in the office, Mr. Alexander Pierce, a minister in the World Security Council. The content of the conversation at this meeting needs to be kept confidential.”
Steve sensed something was amiss and was about to object when Chu Yang acted first.
Chu Yang calmly walked towards the room, then turned back and smiled at Steve.
"I'll be waiting for you here. You can call me if anything happens."
Steve said this as if to encourage Chu Yang.
The door closed, and Hill led Chu Yang further inside.
Behind the door was a long, narrow corridor, and at the end of the corridor was another elevator.
The two walked into the elevator.
Chu Yang noticed that the elevator did not have floors, but went straight to a certain place in the building.
