In other words, 1000 dpi is not enough, so 1500 or even 2000 is needed, otherwise the error rate will be too high—especially for a country like the United States. If a project has a high passive error rate, then there will definitely be people, including those inside and outside the law enforcement system, who will try to create a high active error rate by deceiving the public, in order to achieve their ulterior motives.
